On Vacuum Dispersion and Light Velocity

Assuming a discrete structure of the vacuum, with the electron‐positron pair in a bound state as a basic constituent element, this paper offers a theory of vacuum dispersion. This dispersion occurs around the frequency 3.7 × 1022 Hz. The theory is in a good correspondence with available experimental findings. Further experiments on vacuum dispersion should be in the energy range from some 10 MeV to 1 GeV, expecting the maximal change of light velocity to be around 240 MeV. The nature of a photon and its rest mass are also treated.
