Scattering by a Fast‐Spinning Conducting Cylinder

A conducting circular cylinder, immersed in an electromagnetic plane wave, spinning with a large velocity, behaves as a perfectly conducting stationary cylinder when the tangential velocity at its surface tends to the velocity of light.
